City Council Duties

The City Council is represented by the Mayor of the City of Novi Sad or the Deputy Mayor, i.e. a member of the City Council authorized by him.

The City Council works and decides collectively, and the City Council decides on issues within its jurisdiction at a session attended by the majority of its members.

The City Council decides on the responsibilities of its members.
For more efficient work of the City Council in executing laws and other regulations and performing other tasks within its competence, the City Council can form working bodies.

Any member of the City Council, the working body of the City Council and the city administration, special organization or service formed in accordance with the Decision on City Administrations of the City of Novi Sad can submit a proposal for consideration at the City Council session.

The Mayor convenes the meeting on his own initiative, at the proposal of the working body or at the proposal of at least five members of the City Council.
The Mayor proposes the agenda and presides over the session.
The City Council adopts the agenda, considers issues by agenda items and decides according to the established order.
The City Council decides by the majority of votes of the members present at the meeting, unless otherwise determined by law or other regulations.

Competencies of the City Council

  1. Proposing the Statute, budget and other decisions and acts adopted by the City Assembly;
  2. Making a decision on temporary financing in case the City Assembly does not pass the budget before the beginning of the fiscal year;
  3. Supervising the work of the City Administration, annulling or cancelling acts of the City Administration that are not in accordance with the law, the Statute or other general act or decision made by the City Assembly;
  4. Deciding in the administrative procedure in the second degree on the rights and obligations of citizens, companies and institutions and other organizations under the jurisdiction of the City of Novi Sad;
  5. Taking care of the execution of entrusted competences within the framework of the rights and duties of the Republic;
  6. Appointing and dismissing the head of the City Administration, that is, the heads of City Administrations for certain areas;
  7. Directly executing and taking care of the execution of decisions and other acts of the Assembly.
